14th All India Home Guard and Civil Security Conference held in presence of Home Minister Amit Shah and CM Patel

Gandhinagar (Gujarat) [India], October 22 (ANI): The 14th All India Home Guard and Civil Security Conference was held on Tuesday in the special presence of MP of Gandhinagar and Union Home and Cooperation Minister Amit Shah, the media department of Gandhinagar Lok Sabha BJP stated in a press release.
Amit Shah welcomed all the representatives in his constituency and said, "You have all arrived here since I have been a MLA and MP for 30 years. Today you all have come here from all over the country. I heartily welcome you all to the land of Gandhi and Sardar. After nearly 20 years, Shah congratulated Vivek Srivastava for this planning."
He appealed to all present through the 14th convention to move forward with new energy, new commitment and new path and to bring this campaign to life till Gamegam.
Amit Shah further informed that under the leadership of PM Modiji, the people of the country have taken a resolution that India has to be a fully developed country by 2047.


"When we say a fully developed nation, it does not match the ideas behind our concept of a fully developed nation. In our concept of a fully developed nation, development in every field, India is first in every field, but also fully developed by preserving our customs, culture, tradition and our languages. To be a nation service and security are two important points of this resolution. Security of every person and his property, every person's future and every person's rights. Both Civil Defense and Home Guard are associated with active service and security," Shah said.
Shah further informed that the basic value in Civil Defense and Home Guard is Service, Swayam Sevak and the value of coming forward to serve the society.

Shah said, "If we kill this spirit with any judgment, this organization will die. This organization works to link the class of the society with the security and service of the society and to awaken this value is a responsibility of all of us. PM Narendrabhai Modiji's resolve to build a developed India can be kept alive only when we live up to both service and security results through civil defense and home guard. The conference will be held in five sessions over two days. Strengthening of Home Guard and Civil Defence, capacity building and disaster management are to be discussed in this conference."
He said that this convention would be a means of communication between the states and would also work to provide an exchange of good practices and difficulties of the state and by that means would increase the courage to overcome the difficulties and make it easier to repeat the good practices in the state.
Shah further informed that the Home Guard and Civil Defense may have been running since independence but since 1962, Prime Minister Lal Bahadur Shastri did the work of giving an important role to the Home Guard and Civil Defense.
"And in 1962, the Directorate General of Civil Defense was established and in 1968, the Civil Defense Act was also passed. The Bhujni Patti bomb attack has also been made into a film but the role of the Home Guard and Civil Defense was not shown in it. In reality, it was the Home Guard and Civil Defense personnel who trained and inspired Bhuj's sisters," he said.
He said that now is the time to move forward again with innovative efforts and re-organize work according to future needs without looking back once again.
"As the Home Minister of the country, I am telling the Chiefs and representatives of Civil Defense and Home Guard across the country that within the next four months we will try to make timely changes and incorporate many new schemes to make them relevant and useful and also work to create new consciousness. Within 50 years, there has been a radical change in the country. The country has come a long way," he said.
Shah further informed that other services including contribution to emergency services, institutional arrangement of traffic management, social awareness programs like Drug Free India, Swachh Bharat Abhiyan, Tree Plantation Abhiyan, Jan Sankarshana should be included in the charter.
"Awareness among women for women safety, awareness campaign for cyber security and digital fraud, we should play a constructive role in plastic-free India. Services like law and order assistance are to be added and helpful to us. I would like to express my gratitude to the Home Guard and Civil Defense volunteers across the country," he further said.
Shah congratulated the Home Guard and Civil Defense personnel for playing their role and showing the whole world the passion to serve the people during the time of Covid.
CM Bhupendrabhai Patel while addressing said that under the leadership of the world leader and the Prime Minister of the country, Narendra Modi, the country's internal security and civil security have a great contribution in India's development journey.
He said that this has been made possible by the tireless efforts of Home Minister Amit Shah.
"The duo of PM Modi and the country's Home and First Co-operation Minister Amit Shah have ensured sound law and order in the country. Gujarat has benefited from the leadership and guidance of PM Modi for 23 consecutive years. In these 23 years, Gujarat has been known as a calm, safe and secure state in which, along with the police, the Home Guard has been an important asset. Gujarat has become the growth engine of the country. Gujarat is a safe, secure and peaceful state, the main reason why foreign investment is coming and foreign companies are coming to Gujarat," Patel said.
Bhupendrabhai further informed that traffic problems are increasing with urbanization.
"Home Guard rate and its jawans are performing very important function for traffic management. We all have seen that the services of Home Guards are very useful in maintaining law and order during elections, fairs or festival days. Gujarat is linked by an international border with Pakistan, the Border Wing Home Guard is deployed in Kutch and Banaskantha to support the BSF guarding the border. Like the Home Guard, Civil Defense was started with the objective of protecting people's lives and property during calamities and normalizing public life after a calamity," the CM said.
He said that during the previous Cyclone Beperjoy, Civil Defense workers stood toe to toe with the system in evacuating citizens to safe places before the disaster and restoring public life after the storm, becoming a classic example of disaster management with civil religion.
"More than 70,000 civil defence forces and more than 45,000 Home Guards are serving in the state," he added.
In this convention, Chief Minister of the State Bhupendrabhai Patel, Minister of State for Home Affairs Harshbhai Sanghvi, Union Home Secretary Govind Mohanji, Additional Chief Secretary M K Das, Director General Vivek Srivastavaji, Director Civil Security and Home Guard Gujarat Manoj Agarwalji along with elected representatives, officers and personnel and leaders of Home Guard and Civil Defense were present.
